No. These are IPv6-only proxies: destinations without an IPv6 address cannot be reached.
Rotating plans can rotate manually in the console, through a rotation link, or on a timer you set. Each rotation gives an address on a different /64.
Outgoing mail ports are blocked to protect the reputation of the addresses.
